On November 27, 2024, the BDB Law - MAP Breakfast Dialogue brought together leaders from the public and private sectors to discuss transformative government initiatives for fostering trust and transparency. Atty. Benedicta Du-Baladad, Founding Partner and CEO of BDB Law, delivered the welcome remarks, and Ms. Imelda Tiongson, Chair of the MAP Governance Committee, moderated the discussions.
The event featured key speakers; Secretary Amenah Pangandaman and Undersecretary Maria Francesca Del Rosario from the Department of Budget and Management (DBM). Among the key topics discussed were the Most Economically Advantageous Response Bid (MEARB) for better value, early procurement activities to minimize delays, and increased citizen participation, and the New Government Procurement Act (NGPA) which focuses on transparency, efficiency, and anti-corruption measures and emphasizes digital transformation through the modernization of the Philippine Government Electronic Procurement System (MGEPS).
The dialogue also addressed issues such as budget insertions, procurement integrity, and safeguards in project implementation. Attendees from the private sector, including Former DPWH Secretary Rogelio "Babes" L. Singson, eagerly engaged in the dialogue, gaining a deeper understanding of the government's roadmap for building a transparent and accountable administration.
